Yep .. I've run them all

It finds them and deletes them .. but when I reboot the stupid thing comes back

Try running them again in Safe Mode. Basically, you restart your computer, but as it's booting you push one of the F keys (F8? help me out, FReepers) and you end up with the option to boot in Safe Mode.
Then, run Adaware or whatever anti-spy software you've got. You might also try removing any associated lines from the registry keys.

If you're running 2000, ME, or XP, be sure to DISABLE auto restore before rebooting, otherwise the bug is restored from the previous backup...

If you have Win XP, your system restore is merely putting the darn thing back.
