No, in competent children with a proper upbringing, such "self-destructive tendencies" largely go away about the age of four. Also, it is worthwhile to read the American Psychiatric Association's clinical descriptions of "anti-social personality" and "sociopathic personality." Both of those fit Bill Clinton pathetically well.
