Kennedy, communications director for the House Resources Committee, suspected that the Democratic Party was nearing completion of a four-part strategy to obfuscate simple supply and demand principles and obstruct passage of President Bush's national energy policy.

Step 1. Drill ANWAR and reduce the reliance on foreign oil
Step 2. Remove some restrictions on gas blends and oil prices fall.
Step 3. Present Democrat talking points to the public
Step 4. Repeat Steps 1,2 and 3 until Alaska tells the Sierra Club, PETA and Greenpeace to STFU.
