America Coming Together is funded in part by a $10 million contribution from billionaire businessman and philanthropist George Soros, who is committing millions of dollars to defeating Bush. This says it all.

The trick now is to use the left-wing radical tactics against them!
Take them to court every day for every tiny reason and when the actual court day comes, drop the suit.
Guaranteed to waste their funds and create bankruptcy - these are the tactics of the extremists Sierra Club, Peta, ELF, ALF, SPCA, DNC, Amer Communist Party, Socialists, et al.

Unless Missouri has some weird election laws, this cannot possibly legally be done by a single city. Even if it were legal under state law, it could be challenged on Fourteenth Amendment grounds because it would advantage some voters over others.
