After nine years of not doing so, Los Angeles housing officials plan to begin enforcing a federal rule that will ban thousands of undocumented immigrants from subsidized housing.
The change in policy means that thousands of undocumented immigrants who receive housing assistance will lose their monthly subsidy or face higher rents. The regulation, which has existed since 1995, prohibits undocumented immigrants from receiving assistance in public housing developments or through Section 8, a federal program that provides help with monthly rents.
Since its inception, officials in the Housing Authority of the city of Los Angeles had applied the regulation only to new participants in the programs. In May, however, officials notified families who were already receiving assistance in 1995 that the rule would be applied to them as well.
The Housing Authority's failure to implement the regulation in the past constituted a violation of federal policy, said David Clark, acting director of Section 8 for the Housing Authority.

19 POINT ACTION PLAN: Border Violators
1) Close all US borders to illegal entry forthwith by any and all means possible, including military presence.
2) Maintain legitimate immigration levels at modest annual level with requirements that immigrants be employable or sufficiently wealthy for self-support if they do not intend to work, proficient in basic English and willing to be assimilated into American culture and language. All applicants shall provide prints, photos and DNA samples.
3) Legal immigration shall be awarded to individuals on a lottery basis, wherein all countries are given equal status in the immigration lottery, without regards to color or economic plight of originating nation.
4) Individuals of Islamic faith (muslims) from any country shall be denied immigration privileges or entry into the US. Christians and Jews from muslim countries fleeing religious persecution shall receive preferential and accelerated immigration privileges.
5) Detain all border violators, taking photos, prints and DNA samples of said violator while at the same time, checking for out standing warrants. If no warrants are outstanding, return border violators to home country within 20 days via commercial airline and submit cost of such action, including processing and housing costs for said violator, to country of origin. If costs are not paid within 30 days, reduce any and all aid to said country by a like amount.
6) Should any country from which a border violator originates not currently receive any aid from the US, the Justice Department shall be authorized to seize or secure liens on assets owned, managed or registered to that country to the full extent of the obligation.
7) Establish new Guest Worker Visa (GWV) category, renewable every six (6) months, for unskilled labor positions wherein all applicants shall provide prints, photos and DNA samples. Work permitted of such applicants shall be limited to one of several categories, including childcare, lawn/gardening, restaurant staff, cleaning, and the like. Families of GWV workers are not permitted to enter US, nor will the birth of a child in the U.S. to one of GWV status confer citizenship to either parent or child.
8) Any violation of civil or criminal laws shall result in the forfeiture of the GWV and immediate return to originating country.
9) GWV holders shall be prohibited from claiming unemployment benefits, welfare support or free medical service.
10) The originating country of all GWV holders shall be responsible for any loss caused by their citizens, including emergency medical claims and claims resulting from illegal acts committed while in the US.
11) Companies that hire GWV holders shall submit to the Immigration Dept the name and GWV number of that individual, along with a description of employment tasks. Companies that fail to report employment of GWV workers, or hire border violators, shall be subject to fines and penalties.
12) GWV workers shall not receive unemployment compensation but shall be subject to an alternate tax equivalent to the current unemployment tax rate, which shall be withheld and be applied to border patrol activities. GWV workers shall be paid with check, having income tax withheld.
13) Border violators, or any non-citizen not possessing a valid visa, detained by local police for any reason shall be turned over to border control officials for immediate deportation action, except if they face criminal charges in other jurisdictions.
14) Border violators and GWV workers shall be prohibited from voting in local, state and federal elections.
15) Border Violators shall NOT be afforded the rights enjoyed by American citizens, as guaranteed under the constitution.
16) Public education (at institutions supported by taxpayer dollars) at any level (pre-school, kindergarten through the university level,) shall NOT be available to Border Violators (or children of Border Violators) and schools that enroll such individuals shall be subject to penalties.
17) Foreign Students (F/S) (individuals admitted to the U.S. for the purpose of attending any educational facility,) private institution or public (i.e. supported by taxpayer dollars,) must have valid student visas, such visas being in force only if the F/S attends school full-time. F/S shall be required to pay tuition, housing and related costs such that all their educational costs are fully reimbursed to the institution attended. The originating country shall pay for any and all loss caused by students while on U.S. soil.
18) Border Violators seeking emergency medical treatment shall provide pictures, fingerprints and DNA samples along with country of origin, and shall be treated then incarcerated until information provided can be verified. Originating country shall bear the costs of medical treatment and confinement.
19) Children born in the U.S. to border violators, illegal aliens or of foreign nationals in the U.S. for any reason (including temporary visitor, school or work visas,) shall not be eligible for citizenship as circumstances of birth, nor shall the parents or parent’s family members (relatives) be conferred U.S. citizenship as a result of such births.

Sure is funny how federal funds and benefits can find their way into the hands of illegals, which is a direct violation of federal law, yet there is seemingly no investigations of those bureaucrat(s) responsible. All it would take is a few very public trials of these people and some of this crap would come to a screeching halt. Obviously, this is the tip of the iceberg....one could only wonder far and deep the welfare fraud goes in the current system.
Another thought that keeps bouncing around is that perhaps we're starting to see the beginning of the end for the free ride these illegals have had for many years. For those folks in the fedgov that want even more power over our affairs, there's no better way to do so than to shut off the welfare services to millions of illegals.....guess what kind of mood they'll be in if that were to happen.

The Housing Authorities are losing Section 8 money that the administration is shifting back to projects. Although HUD got a huge increase in funding, none went to Section 8 and money was shifted out of the program.
All housing authorities are making changes in their Section 8 programs because of this. Dallas Housing Authority stopped issuing new vouchers June 1, 2004. The 5200 people on the waiting list will have to go to, or stay in, the projects.
This is a shift in thinking at HUD. For 30 years they have been trying to slowly eliminate the projects and replace them with single-family units integrated into neighborhoods. This helps the neighborhoods because to qualify as a Section 8 house, the unit must pass a 17-page inspection. Frequently it is one of the nicest houses on the block. This helps keep values and property taxes up in these neighborhoods.
Projects, on the other hand destroy the neighborhoods they are in. Property values go down and crime goes up around them.
It is good that the shift is hitting the criminal aliens, but that is the only good I see from the shift.

This needs to be coupled with workplace enforcement, otherwise it will just look bad: we want them to come here to work, but we kick them out of their apartments.

Well, it's about time. Better than doing nothing. Needs to be done nationwide.
It sounds like terrorists who are here legally might not be affected. Only the criminal aliens are. It shouldn't have taken the shift in funds to get them to obey the law.
However, this says nothing about the criminal aliens living in the projects. They aren't on Section 8. Nor does it say that the ones being removed from Section 8 will not be moved to the projects.
What do you want to bet they aren't turning the criminals over to the cops?
My guess is they are just moving them to the projects.
I don't know why they are suddenly enforcing the laws, but it's good news.
There is at least a 2 yr wait for Section 8 housing. When my oldest ones were 3 and under a year old, my father found out about Section 8, and drove me over to sign up. I still remember the mob scene at the city hall in Carson. We were about the only white folks there. By the time our number came up, my now ex and I had started paperwork to buy a house in Victorville. Time spent waiting? 5 years.
This will free up more housing for citizens, and people who are here legally.

Oh those poor Mexicans just can't hang on to their paperwork so we kick them out of their charity houses. Cry me a Rio Grande.
I was kind of shocked to find that the housing subsidies are $400 average --- to me that seems pretty high --- and maybe the reason some of the crappy apartments are so expensive to live in. Maybe rents would come down a bit if the landlords weren't so heavily subsidized.

Legal evidence is defined as a U.S. Passport, Passport with valid U.S. Visa, a State Driver's license or identification or in an emergency a court or enforecement office authorization.
