That is an Air Force officer next to him. Maybe he is an aide to deputy Secretary Wolfowitz, who preceeded Cpl Wright.

I thought it was an Army General (brigadier - one star) with this shoulder patch - at least that is what I thought I saw during the live feed this AM.
