We need a background check in order to purchase rope.
We need a 10 day waiting period to pick up your order of rope.
We need to clamp down and ban thick (50 caliber) rope.
We need to ban black assault ropes.

You left out the obvious:
We MUST ban selling rope in lengths over 10" (High capacity rope bundles)
We must also ban the sale or manufacture of ANY rope having more than 5 strands, a loop on either end, or any attached mechanism at either end of the rope.
