Cop Fired After Traffic Stops Allegedly Turn Sexual

FAIRLAWN, Ohio -- An 13-year-veteran of the Fairlawn Police Department was terminated Tuesday after an investigation of traffic stops involving women were discovered to be of a sexual nature.

Fairlawn Mayor William Roth Jr. said that a six-week investigation was conducted before Officer Richard Jacobs (pictured, left) was fired. The investigation reportedly uncovered numerous violations of the City of Fairlawn Police Department's rules of conduct.

The investigation began on April 21, 2004, after a written complaint was filed by a city resident regarding a traffic stop two days earlier.

The woman said she was allegedly stopped for speeding, but submitted to a field sobriety test for drunken driving. She said she was handcuffed and put in the rear seat of a cruiser and asked three times what would she be willing to do to get out of the ticket, Roth said.

Another incident allegedly happened on Dec. 24, 2003, officials said. In this incident, the complainant said Jacobs allegedly attempted to convince her to engage in sexual activity with him. The woman said she was allowed to continue home without incident.

The investigation also revealed that Jacobs abused his authority to access information from the Law Enforcement Data System. Officials said he could not indicate a law enforcement purpose for the queries.

The case was reviewed by the Summit County Prosecutor's Office for possible criminal conduct, but charges will not be filed because of insufficient evidence.

Police Chief Kenneth Walsh said Jacobs denies any wrongdoing and has filed for an arbitration hearing to fight his firing.

My wife has been pulled over probalby 3 times in her life when the cop wanted to check her out. All 3 times they did not give her a reason for being pulled over. What is so scary is that they knew where she lived if she made trouble. Thanks god nothing happened.

If the investigation found improper access to the Law Enforcement database, shouldn't that be grounds for criminal charges, above mere firing?

As explained to me by (then) Lt. John Born (Ohio State Patrol) a few years ago, yes.

I used to work in Fairlawn. This is a pretty upscale community, loaded with soccermoms and doctor's wives. A story like this for Fairlawn is hugh and series!

You know, when I was a kid, I really thought cops were the greatest folks around. I always went out of my way to wave at them as they cruised past. Nowadays, and I hate to say it, I regard cops as an enemy to be avoided at all costs; they storm into peoples' houses with guns blazing, they shoot chained dogs and small children, and they solicit sex from women during traffic stops.

I don't think a society can last when people fear the police.

There is a reason why people can fail the police entrance test by doing too well on it.

They ran her '27's and 29's' (wants and warrants) with their dispatcher.

To use the National Crime informational system for personal use is a crime that results in being fired from one's law enforcement career and may result in being placed in jail. Such behavior on the part of a law enforcement employee is heinous, odious, and offensive to all cops who are truly committed to honesty and honor.

At the time I had the Corona Police Department (my home town)phone number memorized for giving out to guys who wouldnt leave it alone until they got a number.
