WASHINGTON - President Bush has ordered flags at all federal facilities lowered to half-staff - the midpoint on the display pole - until July 5, 30 days after former President Reagan's death.
For flags that can't be lowered, such as those on many homes, the American Legion says attaching a black ribbon or streamer to the top of the flag is an acceptable alternative. The ribbon should be the same width as a stripe on the flag and the same length as the flag.
For a wall-mounted flag, three black mourning bows should be attached to the top edge of the flag, one at each corner and one in the center.

Thanks so much for posting this infomation. My flag is the type that mounts on the house on a slant pole and I didn't know what to do with it but wanted to fly it. I will get black ribbon tomorrow.

I've got my fixed flag hanging in the vertical position with the Stars in the upper left corner, as protocol dictates.
What would be the protocol for putting a black ribbon on a vertical flying flag? I know the easy answer would be to put it in the horizontal position, but that is not possible, since I want it to be fully displayed through the window to the outside.

I think this would apply to your fixed flag, hanging in a vertical position:

When I first read that, I pictured a flag hanging horizontally. I didn't know if the ribbons stayed on the top stripe when moved vertically or if it always stays on the "top edge."
I assume since the Stars are always found in the upper left corner, that the mourning bows would stay at the top, too.
And yes, I know it sounds obvious that "top edge" means "top edge," but I want to do it right out of respect for this wonderful man and great patriot who has left us.
We have an American flag and under it is a "Don't Tread on Me" under American Flag and has been at half-staff since Saturday. We fly our flag 365 days a years for 18+ years. God Bless President Reagan, President Bush, Our Troops and there Families.
And, of course, for the flag itself and all who have served and died to keep it flying.
I've found a lotta disagreement about "three bows" vs "bows at corners." I think either gets the point across!

My flag pole is attached to my house, now I lowered the flag into the middle it is hanging a little also. Is this proper? Should I put it back up and add the black ribbon?
Thanks! I had always attached the ribbon below the flag. I will do otherwise this week.
I had the honor this morning of raising the flag at our command here in Norfolk. Just for info purposes, the proper way to do it with a flagpole, is to raise it all the way quickly, then lower it to half staff slowly. To lower it is the opposite: Raise it to full staff then lower it slowly.
I'm going to do this today.

Just for those that do not know. When you raise your flag each morning you should slowly take the flag all the way to the top and then lower it to half-staff. You do that not only on Memorial day until noon but during a time of mourning as ordered by the President.
