SACRAMENTO (AP) - Gov. Arnold Schwarzenegger said Friday he wants a plan on his desk in 90 days on how the state can better manage state waters and seashore.
California, with 1,100 miles of coastline, is among the most economically dependent on the tourists drawn to its beaches and on ports that serve as gateways to Mexico, Canada and Pacific Rim nations.
The state's shore, ports and oceans account for an estimated $60 billion in direct spending and $15 billion in annual tax revenues.
"The health of our ocean resources and the economy they support benefits not only California, but also significantly contributes to national and international economies as well," California Resources Secretary Mike Chrisman said at the Scripps Institution of Oceanography San Diego.
In San Diego, Chrisman and Environmental Protection Agency Secretary Terry Tamminen announced they will develop the California plan as part of Schwarzenegger's response to the U.S. Commission on Ocean Policy's preliminary report urging a more coordinated and comprehensive national ocean policy.
Schwarzenegger wants the plan to say how the administration and Legislature can better work with industry, universities, public interest groups and philanthropic interests to improve ocean and coastal management.
He supported the report's recommended formation of a National Ocean Council to be chaired by an assistant to the president, and the creation of a Presidential Council of Advisors on Ocean Policy.
In addition, he said Congress, after consulting with coastal states, should pass a new national ocean policy act. States should also be represented on the National Ocean Council, Schwarzenegger said.
Determining how much of the nation's economy depends on the ocean should also be a top priority, the governor said. And while Schwarzenegger supports doubling research money and creating a national ocean policy trust fund, he doesn't want any of that money should go to offshore oil and gas development.
Ann Notthoff, California advocacy director for the Natural Resources Defense Council, praised Schwarzenegger comments she said "build on our state's tradition of coastal leadership."
Environment California, meanwhile, said it will launch a lobbying effort Tuesday at the Santa Monica pier aimed at convincing Schwarzenegger to support several proposed ocean protection bills in the state Legislature. One would ban trawling in state waters, while two others would bar cruise ships from dumping waste into state waters.
The NRDC and Ocean Conservancy are backing a proposed California Ocean Protection Act by state Senate leader John Burton, D-San Francisco, to coordinate ocean policies, and an accompanying bill to provide bond money for ocean projects.

Somehow, I don't think the recent laws in Los Angeles prohibiting smoking on ALL beaches in the area is going to help tourism.

Go to monster.com: all of the good ocean and coastline managers are employed by Euro-based transnationals that provide health and travel and retirement benefits that the state of California could never hope to match. Your only hope is to outsource to India. India produces thousands of highly qualified ocean and coastline managers in a domestic market where they can only make so many hundreds of rupees a day.
Neither does the perpetual sludge of waste gifted to Imperial Beach's shoreline from Tijuana.

Beg pardon ladies, but just double durn dang these rotten socialist politicians. But it was clear when he named a couple of land use planners to the coastal commission that he was up to no darn good. Santa Cruz county is doubly cursed, with him in the governors seat and the crop of double durn dang socialists we have in our county government.
