That was the old mantra. Regardless of who is president not everyone will be better off. Some tend to hold themselves back because they expect others to make their lives more simple. Perhaps the good mayor is one of these. As for better off, it was Bill Gates and the "dot-com" boom of the 90's that made people better off, not Bill Clinton, yet I'll be the mayor didn't vote for Gates for president.
