LOL Bush is quite witty isn't he.
Because if it was raining it would be Bush's fault.
I thought what he said was something like (paraphrasing): "Because it's a beautiful day, I'm going to turn this into a full-blown press conference. Do I get credit for that?" In other words, credit for granting a press conference (which the press always complains he doesn't do enough), not credit for the weather (he's not thay vain). He has indeed allowed the questioning to go on longer than expected, and seems quite at ease.
