He is a dork, but what kind of film do you use to get that effect? The image is created by a combination of effects and film. In this case it was easy given the low light conditions.
If I wanted this shot I would use small aperature setting, a relativly slow film speed such as 100 or 64. You get the blur by panning the camera on a 1/30 or slower shutter speed, and then using a rear curtain sync flash to crisp up the subject at the end of the exposure.
F-22 and 1/30 or slower, 100 speed film, pan, and then pop the subject with a flash set under exposed by say 2/3 or 1.0 stop. Rear curtain sync fires the flash at the end of the exposure.
