Oddly, no. Recall that refineries and synthetic fuel plants were primary targets of the Allied bombers in WW II.

Even after being carpet-bombed, these facilities were often back on line within days.

They didn't have to file EPA reports and spend years in litigation for permits to build. The environmentalists are a critical part of the problem.
