The reasoning is if someone is kicking in your door there is no way you can know that their intentions are not murderous and are aiming to hurt you.

Don't forget that you also have to make a split second decision as to whether they are cops at the wrong address.

I can honestly say, that here in NC, at the agency where I work, we have busted in to the right residence\building\etc. each time. However, I know what you are saying. But, also remember, when busting in, Police are supposed to be yelling their identity and that they have a warrant.
