Additional charges lead to surrender

A 41-year-old McKinney man who police say hosted late-night parties where he traded drugs and alcohol for sex with underage girls surrendered to authorities Wednesday evening on two more charges stemming from the ongoing investigation.

Police on Wednesday charged Richard Dean Campbell with one count each of possession of child pornography and possession of a small amount of marijuana. He was released from the Collin County Detention Center on $10,000 bond for the pornography charges and $1,000 for the drug charges.

Several students from both McKinney high schools told police that Campbell had sex with at least three underage girls - some as young as 15 - using drugs and money to pressure them into performing sexual acts with him and others while they were filmed or photographed, according court documents.

Police based Wednesday's charges on evidence seized from Campbell's two-story brick house at 6012 Sidney Lane. The items investigators confiscated from his home last Thursday included several video tapes, CDs, DVDs, digital picture and video cameras, a bag of marijuana, three hard drives and almost $25,000 in cash.

Examining the computers, hard drives and other evidence may take weeks and possibly lead to additional charges and arrests, said McKinney police Capt. Robert Dean.

"It could be several weeks before we complete the analysis," he said. "It hasn't been determined yet if any other individuals need to be charged or not. That'll be up the investigators as they obtain evidence."

The ongoing investigation started in September 2003 when a counselor at the Collin County Detention Center called police. A 17-year-old girl in custody for stealing her grandparents' vehicle had told the counselor about the sex and drug activity at Campbell's house, court affidavits state.

From there, the investigation widened over an eight-month period.

Fifteen teenagers from McKinney North and McKinney High School gave statements to investigators describing parties with free alcohol, marijuana, ecstasy, cocaine and other drugs in Campbell's house in West McKinney, according to information provided in a search warrant.

A few students told investigators that Campbell rewarded underage girls- introduced to him by his teenage son - with money and drugs for bringing other girls to the house.

Some of those teenagers said they had had sex with Campbell or saw pornographic pictures and videos of classmates while at his house between August and November 2002, the affidavit shows.

On April 20, Campbell was also arrested and released on $25,000 bond for charges that he sexually assaulted a child.

He was also arrested last Thursday on seven counts of furnishing minors with alcohol.

Campbell, an information technology manager, faces up to 20 years in prison if convicted of sexual assault of a child and 10 years if convicted of possessing child pornography.

According to court records, Campbell is divorced and also has a six-year-old who lives with his ex-wife.

Campbell has not been available for comment.
