I've been on vacation for a couple of weeks--just catching back up. But I hear that the context of Kerry's comments relate to a recent Bush speech about Iraq self-government needing "training wheels" for a while.
Even in that context it's gauche (and French), but more understandable, and I could see that the media would want to treat it as an inside joke from one Liberal to a bunch of his Liberal reporter friends.

Kerry fell when his bike hit a patch of sand. He was not injured. Told about Bush's mishap, Kerry said, "I hope he's OK. I didn't know the president rode a bike."
