Very true. They would also be vulnerable if they were willfully blind about it. However, the counter to that would be to train them properly if they chose to carry and to make sure they always had concealed carry permits. If potential robbers knew some were armed and trained in self defense, all would get some degree of protection. Call them "Pizza Marshals."
