The oil was not Calif. heavy crude, it was oil from our national reserves. When Gore was running for pres we were having price increases do to supply and demand. To get some "brownie points" (for lack of a better term), Gore got Clinton to release some of our reserves so that he could look good. Anyway, after a few problems arose and they found it did not work, they needed to get rid of that particular oil from reserves and sold it at a loss to YES RUSSIA!

I don't know why you're trying to bump an old thread, but your post makes no sense.

I was responding to assertion that Oxy was selling heavy California crude to Russia.

There are no SPR sites in California and never have been.
