You mean my favorite Japanese restaurants have it all wrong? On the sushi menus, raw fish/veggies which contain rice are called sushi.

What does the menu call raw fish without rice?

sushi is to rice as salad is to lettuce. Any salad bar has ham, bacon bits, boiled eggs etc. Sushi means rice in japanese, sashimi means just raw fish.
