In Germany and France it is quite common. That's where a lot of our retired horses go. I haven't heard of horses being used for food in the US, but personally I don't see it as any less appealing than other large meaty animals.
Dogs, on the other hand...

I was in Switzerland back in 1980 and spent the night in a small village called Huemoz. The only cafe had a short menu with steak du cheval as it's most expensive entree (if memory serves, it was 14 Swiss Francs). It was grilled with some garlic, onions and a side of hash browns. Good stuff! I would order it again.
