Yes. And sometimes soldiers can even get their absentee ballot before the election. And sometimes it even shows up with enough time to send it back in time, but don't bet on it.

What we do for our sons as their address of record is my address is have it sent to us well in advance and then forward it to them. If its not received by the end of Sept we call the County Elections Board and light a fire under them. The military should have the application for absentee ballots, but most do not for what ever reason.
