I took the statement as the father suggesting that he son was there to help the Iraqi people rebuild their infrastructure - which is what his business was doing. I don't think he meant he was there helping terrorists.

The idealistic Sr. Berg was saying that Nick Berg loved everybody, and was in Iraq to help the people.
I can see a father in mourning saying things that when parsed too closely don't make sense.
