Perception, near a huge city where you would shake the hell out of everybody for effect and I would say I blew away a bunch of fleeing al Qaeda!
They need to drop a big one now to show we need business. If they don't have a good target, hit a non-target and claim you bombed the hell out of a group of terrorists to send the message.
The quiet or delayed response will be seen as weakness.
