A city full of muslims, the enemy of civilization and life itself and our enemy in WW3, is most certainly a legitimate target.

If we could figure on that saving hundreds of thousands of lives as it did in WW2 that could be acceptable.
In response to a beheading, the target has to be more of a military/terrorism one.
