Then pull a "Dresden" on the place. No warning. Then when the survivors get settled someplace else. Do the same thing.

We need to be diplomatic and make a statement without coming off as evil.
Find a swarm of terrorists or a camp and use a bomb way too large to snuff them out for effect. Like the largest one dropped in Baghdad.
