What does it take to lick a bully? Guts? Muscle? Brains?

Try $300 million.

Rep. Jerrold Nadler introduced legislation yesterday that he claims will help keep kids safe from school toughs by offering grants to train teachers to stop bullying before it starts.

The seemingly age-old schoolhouse tension is no longer an innocent rite of passage, Nadler said.

"School bullying and harassment threaten our children's safety and health," the Manhattan Democrat said yesterday outside a Greenwich Village playground.

Nearly 5 million kids a year complain of being physically or verbally threatened by classmates - with 160,000 students staying home each day out of fear of bullying, Nadler said, citing U.S. Education Department statistics.

The bill offers $300 million in matching grants to help states pay for teacher training and anti-bullying programs. It also requires a four-year study on harassment in public schools.

"Bullying only exists because we tolerate it as adults," said David Mensah, executive director of the Hetrick-Martin Institute, which operates the Harvey Milk High School for gay, lesbian and transgender students.

The problem has gained increased attention nationwide since the 1999 shooting at Columbine High School left 14 students and one teacher dead. The killer teens had complained of being bullied by the "jocks."

But Michael Long, chairman of the state Conservative Party, said tossing money at the problem will not stop kids from throwing punches.

"Why don't we just deal directly with the bullies and get them out of the classroom?" Long said. "Liberals always want to throw money at problems."

Nadler, a graduate of Manhattan's Stuyvesant High School, said the bill was not inspired by any real-life experience. "I don't recall ever being bullied as a child," Nadler said.

Therein lies Jerrold's enthusiasm to prevent homosexuals from being bullied.

Tossing another $300M at a local problems is typical of our political class who seem bored so they dream up another boondoggle.

These idiots need to be sent home for eleven months of the year, but this particular idiot (along with several hundred more) need to be sent home for the rest of their lives.

What good will it do to "train teachers" to deal with bullying if they can't do anything about it without the kids calling in their attorneys paid for by their "smart" parents?

One of the reasons the French military declined so miserably after the fall of Napoleon is that the French mothers insisted their sons be made to "stop bullying" in the normal commerce of school children. The bullied ones were told never to "strike back" (a sure way to terminate bullying at its very beginning), and those who persisted in bully tactics were put in isolation, "timed out". Without the normal and probably innate discharge of these childhood tensions and resolutions, the young male population grew up with the example of "make nice" to your rivals. When WW I and WW II came around, the French Army, now filled with these victims of childhood behavior modification, ran away when presented with a REAL challenge, first the Kaiser's Imperial Army, then the German Wehrmacht.

The Frenchification of America goes on. Perhaps the Muslims were basing their estimate of Americans on this line of logic. Americans, like the French, are "paper tigers" and will run away, because they are soft and unwilling to embrace the realities of confrontation.

My daughter was bullied by two girls when they were in the 8th grade in a Long Island Jr Hi. She was told as long as it was verbal to let it go, but one day one of the girls threw a punch, but pulled up short. My daughter did not retaliate, but I wrote to the prin. about the incident and told him that my kid was under instructions to allow no one to lay hands on her, and having been raised in NYC she was quite capable of dealing with her tormentors. I further informed him that if, after a fight, she were dealt with in the same manner as her tormentors he and his school district would be hauled into court.The two girls spent the next three months having lunch with the guidance counselor and my daughter had no more difficulties.

If Jerry wants to spend some of that 300 mill he can use my experience and I'll only charge him 100K.

Farbeit for me to defend the French, but this is nonsense.

The French who grit their teeth at Verdun and said "they shall not pass!" were among the most valiant soldiers in history. Unfortunately, their sons were not.

The only thing "tossed" at the school should be the bully's themselves.

This legislation is so much 'feel good to do good' nonsense at the federal level it's ignorance will be tolerated, passed, and then the money will be diverted for crayons, paper and sexual diversity training.
