President George Bush spoke at a ceremony celebrating countries selected for Millennium Challenge Account, in the East Room of the White House. Bush plans to impose economic sanctions on Syria after accusing it of supporting terrorism and failing to stop guerrillas from entering Iraq, people involved in deliberations said on Monday. Congressional sources said Bush was expected to curb future investments by American energy firms in Syria and prohibit Syrian aircraft from flying into the United States.
He also met with Defense Officials at the Pentagon and then held a press conference at the Pentagon following his talk with SECDEF Rumsfeld. In speaking to the press, he supported Rumsfeld and called for a full investigation of those responsible for prisoner abuse, wherever it occurred.
Returning to the White House, President Bush was presented with a Super Bowl commemorative football, and a team football jersey by Patriots' head coach Bill Belichick as he met with the 2004 National Football League champion New England Patriots in the Rose Garden.
Clearly a full day for this early rising President!
Standing in front of flags from the 16 nations in the East Room of the White House, Bush said that under the new program, known as the Millennium Challenge Account, America is pledging to increase development assistance by 50 percent over three years.
"This divide between wealth and poverty, between opportunity and misery, is far more than a challenge to our compassion," Bush said. "Persistent poverty and oppression can spread despair across an entire nation, and they can turn nations of great potential into the recruiting grounds of terrorists."
On the meeting at the Pentagon:
"One basic difference between democracies and dictatorships is that free countries confront such abuses openly and directly. We will honor the rule of law. All prison operations in Iraq will be thoroughly reviewed to make certain that such offenses are not repeated."

The 16 countries are Armenia, Benin, Bolivia, Cape Verde, Georgia, Ghana, Honduras, Lesotho, Madagascar, Mali, Mongolia, Mozambique, Nicaragua, Senegal, Sri Lanka and Vanuatu. Funding is not guaranteed for any of the nations.
