I believe the Red Cross report supported the existing efforts of the Military to weed out problems. These other cutesy organizations work based on their own criteria.

There's only a couple of Senators who bear watching...Hillary and Teddy who BOTH sit on the Armed Services Committee and have EVERY OPPORTUNITY to question on these matters.
