As far as I know, the Taguba was still classified at the time it went Public.

Wow! Thanks Sacajaweau, I didn't know that. The link I followed to read the report included one scathing paragraph of editorial introduction that completely trashed Sec. Rumsfeld.

You are correct--Taguba was still classified, not only that but the Photographs were all classified also. If you look at the copies of Taguba that went up on the websites, they still had all the classification markings in them.
An officially released version would have had the Classification markings removed, and all names etc. blacked out.
