Why not just re-define "teen" to be those between the ages of 12 and 13? Liberals already spoof their statistics (re-defining "poverty", "rich", etc.) that way.

No wonder they wanted to make bill clinton Chancellor of Oxford.
This is like saying back in the 50s that widespread use of condoms would cut down the abortion rate. Or that sex education would cut down on teenage promiscuity and pregnancies. Or. . . .
