Dole: Abuse of Iraqi detainees tarnished our nation's credibility. Our soldiers have made incredible breakthroughs. (Goes through achievements in Iraq, schools, hospitals, clinics, newspapers, etc.) Trust had been established. Many bonds broken now.

The damage done cannot be swept away but can be repaired. Go into detail on your plan, on reparations.

Rumsfeld: Not reparations -- compensation. Lawyers believe there is authority to do that. It is the right thing. Re processing of detainees. In Iraq 43,000 captured, 31,000 released, 4,000 for further processing plus other status. 7,000 to 8,000 currently detained. Need to see they're properly identified, that their families know why they're there. Only ones that need to be detained are criminals or terrorists or those with intelligence value -- have to find out what they know.

Ben Nelson: Agrees with Lieberman. Armitage said yesterday "We're in a bit of a hole." Hope we've stopped digging. Tearing down Saddam statues was symbolic, perhaps just as important to tear down Abu Graib. Expects responsible action will be taken re chain of command. Was there something more systemic than just a few? Knows a 2-star general was removed from duty. Isn't there some expectation there was a severing of the chain of command? General Karpinsky was banned from sections of her own prison system. Can you enlighten?
