Democratic presidential candidate John Kerry said Thursday if he were president he would not be "the last to know what is going on in my command".

When asked just how he was going to accomplish this, Kerry informed the press of his plan to use the power of the Executive Order to establish a Department of Clairvoyance under the leadership of Miss Cleo.
