I don't think this is the case here. Bush can apologize ---- the fewer words the better. I think he sincerely would have preferred the whole hazing-type antics had not have taken place --- that can be a genuine feeling and he should be able to express it.
What about other nations demanding an apology for whatever? Bush made a HUGE mistake that very well might cost us victory in this war. Certainly it will cost lives on the battlefield, now the Islamic enemy KNOWS he is fighting evil. Bush just admitted US forces are (sometimes) evil. Incredable mistake for a war time President. I would think troop moral will suffer badly.
We need a leader not a preacher.
