That's my understanding of the ranks. I understand at one time O-7 in the Navy was Commodore, but that has been obsolete for some time, having been replaced with RADM (lower half). I heard that was so Navy O-7's could lord it over Army, Marine Corps and Air Force BG's with their two stars, but that may just have been an Army rumor.
