That quote is a fraud.

Sura 9:11 says, " Yet if they repent and establish and pay the Zakat, then they shall become your brothers in religion. We explain the revelations in detail for those who know."

Look it up in any Quran

I lifted that quote from an e-mail sent to me recently. I didn't bother to verify the accuracy of the quote in question. (I figured if it was not correct, someone in here would be sure to call me on it.)
