Not if its a friendly country.

Hey there are thousands of foriegners in the US military. I don't make the rules.

Americans joined the RAF in WWII before the U.S. was in it.

There were great numbers of Americans in the RAF after the WW2 started in europe before the America was attacked in 1941. Nobody said anything about them engaging in treason.
