WASHINGTON - A government commission is recommending to President Bush (news - web sites) a series of measures to cut U.S. dollar flows to Cuba as part of a broader policy to hasten the end of the country's communist system, an administration official said Sunday night.

I think it is a closer reach for State to reach out to the Cuban dissidents than it is Iran's. Spheres of influence, relative lack of ambiguous diplomacy. This is the low-lying fruit of regime change by encouraging those yearning for freedom and helping them topple the totalitarians. I fervently hope the State Dept. gains a little success and confidence in this area. Maybe also this is a sign Colin Powell will remain as Sec, and will be bolder to carry out the President's foreign policy agenda.
