For those willing to take the third-party plunge, Coskun's service pack can be downloaded from here.
Coskun, a widely published freeware developer, did not respond to an e-mail query.

Seems like a good way to back-door some W98SE systems.

I think you can accomplish the same thing by using Windows Update. But without a fast connection it would take you a long time, since there have been so many updates since 98SE was released.

If this is correct, you still would need to update Internet Explorer, Media Player, and probably a bunch of other stuff.
