The Bell Curve, an excellent book more maligned than read, pointed out a trend seldom noticed. The authors called it “cognitive stratification,” not a phrase Byron would have chosen but serviceable enough. It means the concentration of the intelligent.

In 1850 people of high intelligence were dispersed through the population. If the child of a cowboy had an IQ of 160, he would probably remain in the geographical region with cowboys. He might be more successful than most, and might choose as friends the quicker wits thereabouts. Yet he would be part of the community.

A cowboy could be intelligent, but didn’t have to be. But then came the professions that required high intelligence. The dull-witted cannot work as programmers, chemists, engineers, doctors, or investment brokers. They can be decent and productive. They cannot write assembly code for a planetary probe.

In 1850 there were few jobs requiring the very bright. Today they abound. Universities began to scour the country for the highly intelligent. These, once found, met each other at elite universities or, later, in the places where the bright concentrated to work: Laboratories, software houses, hospitals, magazine journalism, and occasionally law firms. They married each other. Their children tended to be bright. The result has been that the bright tend to live, play, work, and sleep almost entirely with each other.

An opposite concentration occurs at the other end of the curve. In the cities the bright among the ghetto rise and leave for the suburbs. Who is left behind? If, generation after generation, the smartest take themselves out of the gene pool, the results will be just what we see. This is the underclass. It exists. It is larger than most people suspect. It is dangerous.

“Underclass” is not synonymous with “blacks.” There is a large and, I gather, growing black middle class. There is a substantial white component in the underclass. In the barrios of California one encounters Mexican unsalvageables. Whatever their color, they share low intelligence, little education, bastardy, and a tendency toward antisocial behavior. (Or, as we call it in English, “crime.”) They have no attachment to the standards that constitute civilization. They hate those above them.

Many of the insulated bright imagine themselves to be liberal (an arguable proposition), to care about “the people,” and to favor “diversity.” Few I’ll guess have had any contact with the underclass, or even with people who don’t have degrees. They have never been in South Central, never spent time in roadside stores in backcountry Kentucky or hung out with the crackers of Florida. They have never really met even normally intelligent rural people, whom they call “rednecks.” At their parties you do not see bus drivers or cops or factory hands.

If they knew “the people” they would not like them. The diversity they ideologically approve are people they viscerally detest. Down inside they must know this: It is why they avoid them. The diverso-elite alliance is a fragile one.

The elite do not understand, or perhaps more correctly refuse to admit, how very limited are the dull. They can’t concede that the course of managed improvement that they once believed in for the underclass, and try still to believe in, won’t work. Thus for example they call for programs to close the “cybergap,” and bring the internet to the downtrodden. They don’t understand that the downtrodden can’t use the internet, and aren’t interested.

The very bright assume without thinking that people can learn anything they choose. A woman who graduates from Yale in biochemistry takes for granted that if she wants to learn Italian, she can. It will take time and effort but she will have no doubt as to the outcome. New digital camera? She can figure out how to use it without the manual. She is used to gas chromatographs and gene sequencers. Learn PhotoShop? She just does it. After all, it’s only software. She assumes, unless she thinks carefully, that people know history, politics, literature, because she does and everyone she knows does.

It isn’t so. There are huge numbers of people who don’t read books, have never read a book, who can’t read. According to Newsweek,* forty-seven percent of Detroit is functionally illiterate. The illiterate live in a mental world beyond the capacity of a biochemist to imagine. Try to erase from your mind everything that you have ever read. Then imagine regarding a camera as simply incomprehensible. Or a checkbook.

The cognitive elite tend to favor diversity and affirmative action. They say that they believe that all groups are equally intelligent, and furiously resist evidence to the contrary. Yet by now they have to know it isn’t true. Believing what you know to be false, pretending to like people you naturally loathe, stresses the tectonic plates. A spring is being wound.

The potential for conflict is high. The underclass—the diversity—exacts a price. It is responsible for crime, almost all crime, which carries with it the cost of the prisons, police forces, decay of the cities, welfare both open and hidden, and a decline in the tenor of life.

The need to make the merely dull-witted seem not to be, even though they are not necessarily of the underclass, degrades the schools. The beneficiaries of affirmative actions, though they are seldom of the underclass, are frequently of the same racial groups. This fuels a quiet anger, a racial anger, among the middle class, who among themselves no longer even pretend that things are not as they obviously are. It isn’t quite reasonable that it should be racial, but it is.

The elite can buy their way into safe neighborhoods and better schools. The economic middle class cannot. They resent paying for welfare, resent taking up the slack for workers who don’t, and have no ideological attachment to diversity. As the baby boomers retire, suggest some,** the cost of their maintenance to the working middle class will become so burdensome as to engender revolt.

Diversity as a spoils system just may be heading toward its end. It’s curious: I don’t know anyone who objects to hiring without regard to race, creed, or color. I know almost no one who isn’t angry about affirmative action--and about the enstupidation of the schools for the benefit of the uninterested, and about unending crime…. If the dam finally breaks, what then?

I don'y buy the premise of the article at all.

I don't either --- because the bright don't always look for someone especially bright to marry -- how many physicists would prefer to marry a Pamela Lee Anderson or Britney Spears over some brilliant but nerdy looking woman? Not all but many, then they would have dumber kids.

Mensa & Intertel-qualifying high IQ people have problems in that they are jacks of all trades and often have problems settling on one. That's why some people think they're flaky.

In "The Marching Morons" by C. M. Kornbluth, a seedy salesman from our century is reawakened two hundred years in the future. He was frozen in a dentist's chair after an accident. The salesman, Barlow, quickly comes to learn that over the years intelligence was bread out of the human race by macho men and buxom women who cared more about looks then smarts. By now the vast majority of the people are idiots who are being controlled by the few intelligent people left. Barlow, who could sell ice to Eskimos, concocts a scheme to get rid of the losers. A sales campaign will promote Venus as a beautiful place to start a new colony. Those stupid enough to fall for the pitch will die aboard the phony spaceships (and probably burn up on reentry). The plan is clean and easy to implement. Barlow's price for all this is fair: absolute dictator of the whole world. He is given his share until the last of the morons is gone from Earth and then he himself is put aboard one of the ill-fated ship. After all, a mass murderer such as Barlow can not be left to live among the better people now left. The "Marching Morons" was the funniest story as Barlow, the mad salesman, learns about the new world he's stumbled into. One must suspend belief a long way to accept the fact that one man could do so much in a world gone so mad.

They don’t understand that the downtrodden can’t use the internet, and aren’t interested.

Apparently the author hasn't been inside some of the chatrooms like what you see on AOL and really all over the internet. It certainly doesn't take a genius to use the internet --- the way it is now a 3 year old can get onto the internet -- and I've seen that.

Our highly intelligent people who do not reproduce ( like Condoleeza Rice for instance ) are gradually being replaced by immigrants, many of whom are also very capable people.

This isn't a very logical argument. (I do tend to accept most of the "Bell Curve" evidence, BTW):

As much as AFF ACTION is wrong, if indeed there is "intellectual stratification" going on, does AFF ACTION not, in fact, counter that by putting people at Yale, Harvard, etc., who otherwise would never have gone there?

In the past, the kids of rich alumni could get in, regardless of grades. This made for a SOCIAL stratification, but an intellectual diversity. That is increasingly disappearing, in favor of INTELLECTUAL stratification and social diversity. Don't know which is better or worse.

It is absolutely clear--I teach at a midwest private U, probably what you'd call 4th tier (Ivys, large research Us, large state schools, small private Us). The intellectual level here is quite poor. There is little curiousity; less voluntary reading; and very little ideological diversity.

BOTTOM LINE: I don't think there is any question that the top-tier schools are, through testing, getting less and less intellectual diversity. A Yale kid doesn't have to deal with people who aren't his "brain" equals---and that's bad, because that's who he will employ. Ironically, AFF ACTION has, in fact, kept this from being worse, but for all the wrong reasons. AFF ACTION has put all sorts of, well, incompetent people into top universities for "diversity" purposes. So to a small degree, what the "brainiacs" are being exposed to is some kids of much lower intellectual abilities, but under the pretense that they are being exposed to different "races" and "cultures." But because the "diversity" kids are so weak academically, all it does is reinforce stereotypes that, in fact, these ethnic groups are stupid and incapable---which isn't the case.

I would tend to dispute the idea that people from the "underclass," as this article puts it, are somehow below average in intelligence.

I think it's also just as wrong to assume the "elite" are especially smart. Look at someone like Paris Hilton and her elite friend --- they have absolutely no skills to hold down the simplest job -- flipping burgers is beyond their level. If it wasn't for their money and youthful looks they might have to resort to internet porn or silly reality shows to earn a living.

Well, let's not get carried away. One of my pet peeves is that the perception of crime is usually overblown. The perception is that thousands of people are being mowed down yearly in each of these cities, and it's unfounded.

Such conjecture belongs in a science fiction novel rather than a political discussion. H.G. Wells wrote of such a scenario in his "The Time Machine" wherein the intellectual and plutocratic elites became illiterate cattle for the illiterate, productive, cannibalistic workmen.

Paris is an extreme example. She's a member of the leisure class, which the article doesn't address at all. The article is refering to the educated, working elites.

Are you a pretender to the throes of the thrown or do you know your IQ?

The little town where I grew up had laboratory schools affiliated with colleges and we were all tested for IQ quarterly.

I don't think they test for IQ in schools at all today, do they?

ANN ARBOR, Mich. — At prestigious universities around the country, from flagship state colleges to the Ivy League, more and more students from upper-income families are edging out those from the middle class, according to university data.

The change is fast becoming one of the biggest issues in higher education.

More members of this year's freshman class at the University of Michigan have parents making at least $200,000 a year than have parents making less than the national median of about $53,000, according to a survey of Michigan students. At the most selective private universities across the country, more fathers of freshmen are doctors than are hourly workers, teachers, clergy members, farmers or members of the military — combined.

Experts say the change in the student population is a result of both steep tuition increases and the phenomenal efforts many wealthy parents put into preparing their children to apply to the best schools. It is easy to see here, where BMW 3-series sedans are everywhere and students pay up to $800 a month to live off campus, enough to rent an entire house in parts of Michigan.

Some colleges are starting to take action. Officials long accustomed to discussing racial diversity are instead taking steps to improve economic diversity. They say they are worried that their universities are reproducing social advantage instead of serving as an engine of mobility.

"It's very much an issue of fundamental fairness," Lawrence H. Summers, the president of Harvard, said in an interview. "An important purpose of institutions like Harvard is to give everybody a shot at the American dream."

The University of Maryland recently said it would no longer ask students from families making less than $21,000 a year to take out loans, and would instead give them scholarships to cover tuition. Officials at Harvard, the University of North Carolina and the University of Virginia all recently announced similar, even more generous policies.

Stanford and Yale have altered early-admission programs, partly out of a concern that they give an unfair advantage to students who do not need to compare financial-aid offers before they can commit to a college.

Over all, at the 42 most selective state universities, including the flagship campuses in California, Colorado, Illinois, Michigan and New York, 40 percent of this year's freshmen come from families making more than $100,000, up from about 32 percent in 1999, according to the Higher Education Research Institute. Nationwide, fewer than 20 percent of families make that much money.

The recent increase has continued a two-decade trend that extends well beyond the best-known colleges.

In 2000, about 55 percent of freshmen at the nation's 250 most selective colleges, public and private, were from the highest-earning fourth of households, compared with 46 percent in 1985, according to the institute, which is based at the University of California, Los Angeles.

The number from the bottom fourth dipped slightly over that period, while those from the middle 50 percent fell sharply. In many cases, the less wealthy students went to less selective schools, including lower-ranked campuses of state universities.

"There has been over the last several decades a whole slew of efforts to level the playing field for college admissions," said Alexander W. Astin, a professor of higher education at U.C.L.A. "In spite of all these efforts, access for poor kids and kids of less well-educated parents has not improved. And for kids in the middle, it's actually declined."

"This isn't good news, and it's somewhat surprising," he added.

If anything, some college officials said, the statistics may understate the level of student wealth because they rely on a survey of freshmen. When officials at Binghamton University, part of the State University of New York, matched survey data with financial-aid forms, they found that students often listed their parents' income as lower than it really was, said Cheryl Brown, the director of undergraduate admissions.

At Harvard, for instance, financial-aid forms suggest that the median family income is about $150,000.

The increasing wealth on the nation's most prestigious campuses has gone largely unnoticed until recently, though, obscured by two other trends, education scholars say.

Over the last 40 years, colleges have become more diverse in other ways, admitting far more Asian-American, black, Jewish and Latino students than they once did. Many colleges also draw from a broader geographic base, with Michigan taking more out-of-state applicants, for example, Ivy League universities relying less on students from the Northeast and almost all colleges recruiting more foreign students.

Colleges have meanwhile increased tuition rapidly, causing the number of students on financial aid to jump and creating an impression that they are from a wider economic spectrum than in the past. In reality, financial aid simply stretches far higher up the income ladder than before.

At Michigan, admissions officers created a new section of the university's application where high school students can say how much money their parents make and whether any of their grandparents went to college. Michigan started devising the questions last year when the Supreme Court was considering its affirmative action policies. The court ultimately upheld affirmative action but required the university to eliminate a point system that gave extra points to minorities.

With the new questions, Theodore L. Spencer, director of undergraduate admissions, said Michigan wanted to give proper credit to students who had compiled good academic records without the advantages that others had. "We certainly want to look at ways to create a better distribution of students," he said.

Michigan is still not ted by wealth as some private colleges are. Almost half of its students are from families earning less than $100,000 a year, the student survey shows. But the changes are still unmistakable, say professors and others here.

"When most people think of a typical college student, they're thinking about eating peanut butter and jelly sandwiches and having massive debts," said Scott E. Mendy, a junior from Tigard, Ore., who receives financial aid. At Michigan, he said, "people live very well."

Summer jobs? Many undergraduates do not think twice about accepting an internship that barely covers their expenses. Many can afford to take spring break trips to Mexican resorts or Europe. Extracurricular activities often seem to be run by students who can devote dozens of hours to them each week without trying to hold down a campus job, said Angela Galardi, a senior who recently completed a term as president of the student government.

The forces behind the rising wealth on many campuses seem to be both economic and psychological, university officials say. As the income of college graduates has risen much faster than that of less educated workers, getting into the right college has become an obsession in many upper-income high schools.

With the help of summer programs, preparation classes for college entrance examinations and sometimes their own private admissions counselors, students in these schools assemble more impressive applications than they once did. They also apply to more top colleges.

The advantages of campuses with increasingly wealthy student bodies are obvious, educators say: the colleges have more resources for research and student activities, more professors doing cutting-edge work and more students who received solid high school educations.

But they also have much steeper tuition bills than in the past, and this seems to have turned off many middle- and low-income families. Some students are not willing to take on the tens of thousands of dollars of debt that is often necessary. Others, studies show, underestimate the available amount of financial aid.

"We were founded on the principle of allowing larger numbers of students to go to college in an affordable way," Mr. Spencer, Michigan's admission director, said. "But having said that, the price of college has gone up, and many of the truly needy will not bother to apply."

That concerns people here and on other campuses because of what it could mean for the variety of campus life and for the broader economy.

"We're very worried," said William Fitzsimmons, Harvard's director of undergraduate admissions. "There are some very, very talented kids in the bottom quartile who aren't even going to college. It's a huge waste of talent."

I have yet to meet the person who is equally at home with nano technology, Navajo, plumbing and climbing.

How about; teaching tennis, PLC's, plumbing, carpentry, relay logic, electronics to component level, mechanically inclined, pneumatics, hydraulics and reads about 2 -3 books a week?
