Below is one installment of the study material for a test that is to be administered by the American public. Other installments have been sent to you already and more will follow.
Your test results will be posted on the First Wednesday after the First Monday in November 2004.
1. Because of a TIP, not the result of diligent operations, during Easter Week 2004, 88 illegal aliens are taken off a flight from Los Angeles, CA, to Newark, NJ. It has been speculated that they were using Mexican- issued Matricula cards for identification. The TSA people say enforcing immigration laws is not their responsibility. There are Mexican states that refuse to recognize the Matricula cards. I wonder why that is.
On the same day, I was traveling from Columbus, OH to Tucson, AZ via Phoenix, AZ. I was asked three times to present a government issued picture I.D. card.
The questions that come to mind are: What type of government issued picture ID did these people present? If it was Mexican Matricula cards, how did the 35 non-Mexicans get them? Why is it that the TSA people cannot call the immigration people to the security point when someone has only a Matricula card? No immigration staff at Los Angeles International Airport?
April 14, 2004, Tucson International Airport reports record passenger numbers, with 25,000 more this March than March 2003. No other airport expects this type of increase until 2005. Gnaw on that for a while. Ill give you a hint. It is not because of a sharp increase in tourism.
2. In January of 2003 the U.S. Consulate in Nuevo Laredo, Mexico, on the Texas border, was closed because the employees were selling visas. No one has ever reported for how long or how many of these cards were sold.
3. In March of 2004 a forgery operation in Somerton, AZ [next to Yuma] was closed down. At the site were found 100 blank Social Security Cards, materials for making and laminating visa cards and counterfeit $10 bills. The authorities determined that the operation had be selling identification cards for two years.
4. On March 6, 2004, the Department of Homeland Security announced that President Bush had made concessions to President Fox to reduce the security checks accomplished at the Ports-Of-Entry to eliminate the verification of the finger prints digitally recorded on U.S. issued Visa cards against the finger prints of the person presenting the cards. Mr. Hutchinson said the reduction in security was all right since the people know to stay close to the border and this would help businesses. (See paragraph 1.)
What this also does is eliminate an official record of who is crossing, when they cross and how often they cross. Why would they not want an official record of border crossings for intelligence and law enforcement use? If it is recorded, someone may get access to it and if someone gains access they may try to hold someone accountable and demand that things be fixed. The validation could provide an accessible record of how many thousands are crossing the border each day to work and not reporting the income. Also it could provide an accessible record of how many thousands of children are crossing the border each day to attend school, and get medical services, in the U.S. for free.
5. In December of 2002 the intelligence section of the Tucson Sector of the Border Patrol described for the Citizens Advisory Board the mechanics of using the new tamper-proof cards by smugglers. Explained how the new tamper proof visa cards are stolen, rented or outright purchased. Below is how they are used. Based on the picture on the visa, the card is matched to someone who looks similar and wishes to cross illegally through the Port-Of-Entry, or cross illegally between Ports-Of-Entry, the person is charged a fee plus a deposit. The person crosses the border at Douglas, AZ and boards one of the 40 daily vans, which wait 100 yards from the border in the Checker Auto Parts Store parking lot. When the van reaches a certain point up the road, sometimes Benson - sometimes Tucson, the van stops for a break. Someone meets the van and collects the cards and gives the people their deposits back. The cards are then taken back to Douglas to be rented out again.
Two very plausible and very probable scenarios can be projected based on the information above.
SCENARIO ONE: A career criminal, such as serial Railroad Killer Rezindez-Rameriz or a serial rapist or bank robber can commit crimes in the U.S., leave all manner of fingerprint evidence at crime scenes and use his purchased visa (paragraphs 2, 3 & 5) to cross back and forth across the border to ply his trade because the cards are not being electronically evaluated.
SCENARIO TWO: A potential terrorist who is fluent in Spanish, especially the Mexican dialects, buys a visa card (paragraphs 2, 3 & 5) and buys a Mexican Matricula I.D. or buys forged documents to have a Matricula card issued. This individual then walks across the border because the card and his fingerprints are not electronically validated. This individual then uses the Matricula I.D. to board any domestic flight (paragraph 1) of his choosing to join up with his terrorist cell. His supplies have already been driven across the border months before.
Anyone who cannot correctly answer the question of what should be done should receive a failing grade and kept out of politics for the rest of their lives.
One of my co-workers was passed a conterfeit $10 about a month ago. He's not sure where it came from, but the cashier in the cafeteria at work was astute enough to notice it. It was about 5% smaller than the standard bill and was quite a bit different in color and texture...when held to the light there was no water mark or embedded strip. It was taken to the bank and turned in. This is in the Phoenix area. I thought it was quite strange to be conterfeiting $10's since the pay off is so small, but now I see why. Every $20 or above that is used in small businesses is tested with a special marker...the $10's are passed over...especially in the convienience stores...
