The Pali "guide" could easily have been a drug smuggler for his "day job."
Local thieves figure out that the drug smuggler is making a new trip into Israel, and figure that they can intercept and steal the drugs hidden in one of the kids' belt...and because all radicals in that region lie profusely, they simply don't believe him that he is carrying a suicide belt instead of drugs ("Oh yeah, right...take off the belt, kid" they tell him).
No matter. They are dead, and one less suicide bomber got through to Israel, however that happened. The gene pool is a little bit cleaner now, too.
