That says rest stops not truck stops, and the box was metal?Maybe the box was made out of Lead.

OMG, you're right. I had not thought of that (ah,the things we put in the back of our minds). Tou're right,the report did say rest stops, not truck stops. Why would they be stopping at every rest stop? Casing the joint? And if it was a nuke like the one in the photo you posted, I've never seen radiation detectors at rest stops. I haven't driven the Oregon/California state line for over 10 years but I doubt they have radiation detectors there. This is one weird story.
