Photographers do not have to release bad pictures like that. They take dozens of shots of the same thing, and usually choose the best one to publish, so that was done on purpose IMHO.
That said, thanks for the dose! The story Laura told about little George is hilarious. I can just picture him doing that too! He is a character to this day.

The one where they both have funny expressions is great. Does the President's tie match Laura's pink suit in that picture? He looks mighty handsome in those pictures!
