I'm curious to know what gives the cities the right to use taxpayers money to wage these battles. I hope the gun industry hurts everyone of them

Did you see the recent similar case in Newark, New Jersey, IIRC. The judge dismissed it with prejudice, which means they can't attempt to try a similar suit again, IIRC, because the city couldn't document actual damages.
But as for your main point about spending tax payers' money, all these jurisdictions are controlled by rats, so what do they care about taxpayer money? As a general rule, they also have very strict gun control. They're going for a number of reasons: hoping for a big monetary win, bankrupting or increasing the cost of folks in the firearms business, and re-inforcing a negative image of guns.
