``If there was a watershed year, it was 1998. That significantly elevated our concern and resulted in a concerted effort, and a very strong program to go get Osama bin Laden,'' he said.

One would think 1993 would have been the year that significantly elevated concern.

1,300 pounds of explosives blowing a 16 foot deep crater in the WTC parking garage, trying to topple one building onto the next, trying to kill more than 50,000 people.

``In general, the record is very clear that the Clinton administration increased counterterrorism funding and focus more than any other prior administration based on the emerging threats,'' Lockhart added. Some of the 1995 warnings were pointed.

1993 wasn't pointed enough for these feckless schmucks. That includes you Mr. Clarke.

1993 was a watershed event for me. I was crossing Liberty Street for a lunch meeting with folks from the COMEX in # 4 when the bomb went off. We were in pre-terror mindset and assumed that it was a PATH Train transformer expolding due to road salt seepage (it was snowing).

I didn't learn until hours later that it was a bomb. From that day on, any boom! I heard was never again thought of as a transformer going.
