True, however I remember reading about refusals of the Iraqi army to into Falujah and also the involvement of the Iraqi police in helping terrorists.

I have heard them, too. One thing about the police is that they don't have artillery and close air support and armored vehicles with which to engage the fanatics like our military does. Also, many of them have families that would be unprotected while they reported for duty.
