As to "nobody bothered to read" it, it was a classified document written by the Deputy AG, NOT an anonymous legislator, making it a firing offense to violate this rule. Those with that power certainly read it and enforced it.

She wasn't a legislator, she was a Deputy Attorney General of the United States and Clinton signed an Executive Order imposing it's conclusions on every agent ofg the FBI! FBI Agents HAD to bother to read the memo.

It may not be pretty but uncovering conflict of interest where the Commission member is "judging" anything that she was a part of seems at best disingenuous. She would step down or testify if she was an honorable sort.
