"The "wall doctrine" refers to an instruction, written by Gorelick as Reno's deputy, that went beyond the law and prevented FBI and CIA from sharing info re terrorists.

It seems that the wall doctrine was placed between law enforcement and intelligence people by Gorelick, simply because she was worried about not getting the credit for getting one of the terrorists.
