The "wall doctrine" refers to an instruction, written by Gorelick as Reno's deputy, that went beyond the law and prevented FBI and CIA from sharing info re terrorists.

Correct me if I'm wrong, but the way I understand it the "wall" refers to a legal process or procedure that was put in place at the FBI that would not permit FBI agents/investigations working on intelligence matters to share any information with other FBI agents/investigations working on criminal matters.

It effectively put blinders on their teams and created an environment where very little if any critical information was shared.

It was impossible to "connect the dots"
